10th Malaysia Plan - Rhetoric or Reality?

Firstly, the government should have done away with the 5-year economic planning. At today's pace, any economic model would have to be readjusted every six months to a year. Market is fluid and ever changing. It is almost impossible to plan anything for five years.

Fine, if the government insists of doing it the same old way. However, the plan must have a wow factor. It is obvious that PM Najib is a non risk taker. Some of the details in the 10th MP have been repeated far too many times but with little to show e.g. attracting foreign talents.

Cyberjaya was created specifically for the same purpose- attracting talents from abroad. What has happened to it since the last 4-5 years? It is no longer the industry buzzword.

Simply, there is no major transformation proposed for the Malaysian economy. What is our new game to bring this country to the next level? Creating a Talent Corp is not a solution. What makes Malaysia an attractive destination is a serious question which must be answered by the PM and his team of advisors.

Likewise, he wants to attract back investments into the country. What are the main elements which would attract investors to put their money in the country?

PM's flip flop on the Bumiputera equity requirement is not going to endear the country to foreign talents and investors. This is a reality and not a rhetoric. Why would a skilled foreign talent come to a country which does not practice full meritocracy?

It appears that the government is again lacking in creativity when comes to the education sector. It proposes the creation of "trust schools". The main issue is not how many categories of schools are being created e.g. Vision Schools etc. The main issue lies with the curriculum, teaching method and teachers' competency.

Does the government know how to make our primary and secondary schools world-class? Can the government put an institution of higher learning in the top 100 best schools in the world?

Some of the plans are quite notable e.g. severance pay of RM600 per month for up to six months, artistic development, foreign talents etc.

However, the government appears to be silent on several key issues which it must address e.g. the need to streamline the civil service, real capacity building of the Bumiputeras, curbing wastage and implementation flaws/inefficiencies in the federal government process, combating corruption, addressing regional economic disparity and others.

The government cannot rely on nice sounding words alone. At the end of the day, the plan will be judged according to its successes.

PM Najib must address his implementation system to ensure that the key elements of the plan can be implemented fully and effectively.

Otherwise the 10th MP will suffer the same fate like the past plans - mostly rhetoric and not reality.

It all talk and bet you he doesn't know what he was reading. If there is no change Malaysia will slip further behind- beyond repair.
Just don't hope anything from this PM and better start thinking how to protect own survival!!!
Big bombastic and sometime sarcastic so... what kind of leader this nation has- he is thinking that his political party is bigger than the nation.
All rhetoric and he thinks people are stupid!!! disgusting...

My vote Mr.Khoo is RHETORIC cause UMNO/BN is bankrupt of idea unless there is a total change in the fundamentals.

Case in point is the report card for Penang by the PR government. It's a small step leading towards the right direction for bigger and better things ahead.

Why keep criticizing UMNO? Why don't we criticize those who still vote for UMNO? UMNO is not going to change unless it's kicked out. As long as UMNO and Mamakthir are still alive, the shit may change colour on the outside but shit is still shit

There are government officials saying that the country is running out of money and may face bankrupcy in the near future. So, citizens are told to tighten their belts and that various subsidies which are a lifeline to the low income group will be cut.

Yet in the next breath the government says that it plans to build a spanking new RM800 million parliament building so that the MP's would feel more comfortable whilst doing their work serving their constituencies - or, shall we put it more accurately - while behaving like a pack of monkeys in the so-called august house!

There are Malaysians who are so poor that just scrounging up two meals a day is a big problem; they live in run-down, crumbling huts where the roof leaks, there's no proper toilet or bathroom; their children often go hungry; and they can hardly afford to send their children to school.

Yet, there are these people in the government who are blithely planning to spend this humungous sum of public money to build a new parliament building in order that Ministers can enjoy even greater dimensions of creature comforts! Meanwhile, the present Parliament House is still in excellent condition and certainly well able to meet the needs of the parliamentarians. Doesn't it look like some people are totally devoid of any conscience and ethics?

Shocked and Awed

Khoo Kay Peng

Just see & watch my words on Iskandar development in Johor. Currently the various infra-structural works are all funded via Khazanah before the private sector takes over.

Once all the public money from Khazanah had been disbursed, the private sector's capacity is limited. Be honest about it from the Government of Najib. This project will be another Cyberjaya...a ghost under-developed white elephant of another sad episode.

Someone or his cronies will benefit from Khazanah's disbursements.

I agree with you especially on the following points:-

"the government appears to be silent on several key issues which it must address e.g. the need to streamline the civil service, real capacity building of the Bumiputeras, curbing wastage and implementation flaws/inefficiencies in the federal government process, combating corruption, addressing regional economic disparity and others".

You hit it right. Welcome to the world of brankrupted BolehLand where all ideas are bankrupt in anture

Tell the whole of Malaysia to read this article in:-

http://malaysia-today.net/index.php?option=com_content&view=article&id=32420:how-can-we-become-another-greece&catid=18:letterssurat&Itemid=100129

It really depicts the entire picture of what to expect from a Malaysia that is currently in such a predicament.

Keep it up to pressure for change from the Govt. Stop them from acquiring more military equipment which is of no use to Malaysians.

Same old same old story la. If you scrutinize previous Malaysian gomen policiy announcement, you will notice the following:-
(1)The function will be given a lot of publicity with smoke & mirrrors effects thrown in for max effect.

(2) All MSM will hi-light it giving good reviews and thumbs -up reception from the seasoned politician to the garbage collector.

(3) Three years down the road when one goes back to review the progress - its too late as the shits had already hit the fan!

(4) Then its time for the gomen to create another hoo-ha policy with the usual fanfare that waste millions in taxpayers monies.

Bloody idiots - thats what they are I say.

Our PeeeM can have the best economic plan in the whole world. He can have 10 or for that matter 100MPs. But if you have lazy, leechlike and racialistic dickheads like those in Perkasa, Gertak, Ngos, it will never never ever going to work. I bet my last cent on this. End of the day its just talk and talk again and again.
Just take a look at China, Korea, Vietnam, Indonesia to mention a few. You never heard of their prime ministers boosting of their economic plans to the whole world. They just implement to their best ability. And they have achieved tremendous economic success since while we are going down.
